Andrew; Son of Elizabeth Phelan and the late Walter B. Phelan.
Education: Cheyenne Central High Graduate, 1967; University of Wyoming Graduate, BA. 1972; University
of Wyoming Law School, J.D., 1974.
Professional Experience: Private practice of law in Wyoming since 1974. Drafted initial
implementing Rules for the Wyoming Industrial Siting Council, established
by law to ameliorate social impact of rapid industrial development in Wyoming. Counsel of record in fifty
reported cases in the Wyoming Supreme Court; twelve reported cases in the
U.S. Circuit Court of Appeals. Experienced criminal defense attorney in
civil trial practice and appellate advocacy. Admitted in all Wyoming State and Federal Courts including
the United States Court of Appeals for the Tenth Circuit and the United
States Supreme Court.
Past and Present Memberships: Chairman of the Board, Law Enforcement Facility
Joint Powers Board; Chairman of the Board,
Goodwill of Wyoming; Cheyenne Chamber of Commerce; past member of
the Great Cheyenne Kiwanis Club; St. Mary’s School Board of Education;
Wyoming Cowboys Quarterback Club, Sister Cites. Appointed to Wyoming Venture Capital Committee;
State Historical Records Advisory Board; Wyoming Psychology Licensing Board.
